Liberal gun control scam?

Updates below

I wonder if the Liberals are secretly trying to overwhelm us all with scandal after scandal so that in the end we just get so blase' and numbed that everyone X's the Liberal box on the ballott in a hypnotized fashion.

Here's the latest, at the Toronto Sun:

The RCMP has been asked to probe a Liberal consultant over a $380,000 contract she was awarded to lobby Ottawa for funds for the ailing firearms registry.

The five-month contract was awarded by the justice department to Kim Doran in March 2003 to lobby the federal solicitor general, Treasury Board and Privy Council, according to a detailed lobbyist report.

At the time, Doran was representing the Coalition for Gun Control. The group, which receives both government and private funding, claims to represent anti-gun groups and municipalities. It is a strong supporter of the gun registry.

Funding for the registry was threatened after it was slammed by the auditor general for costing taxpayers $1 billion.

"The whole thing smells of corruption and cronyism," said Tony Bernardo, of the Canadian Shooting Sports Association.

In short, the Liberal government awards a Liberal $380,000 to tell the Liberal government stuff.

It gets more interesting though. Angry, as usual, has more:

Conservative MP Garry Breitkreuz has been working the gun control file for a long time now. From Breitkreuz we get this spreadsheet showing contracts and expenses paid to the Coalition for Gun Control.

The spreadsheet is here.

In August of 2002, the Coalition was paid by the government $380,600 to "develop strategies for implementation of the firearms law".

That's the same amount that went to Kim Doran in March of 2003 of that year to pay for lobbying services according to the Toronto Sun report.
Here's the kicker: between 1993 and 2003, Kim Doran's company, Capital Hill Group, contributed more than $136,000 to the Liberal Party.

If true, this is a nice little money trail: Government>>>>Coalition For Gun Control>>>>>Kim Doran (Capital Hill Group)>>>>>Liberal Party.

UPDATE: Straight Goods has an article mentioing the Capital Hill Group.
At the party level, contributions from lobbying, public relations and polling firms have steadily risen from $49,000 in 1995 to $290,000 in 1999. To take a few examples, Association House gave $18,847 to the Liberals last year, Global Public Affairs gave $16,881, and the Capital Hill Group gave $25,015.

Update 2: The Strategis Consultant Lobbyist Detail Report is here.

UPDATE 3: Strategis also reports clients of Kim Doran receiving government funding:
Here: NSERC $20,000.00 GENOME CANADA $1,692,650 Fiscal year: 2003/12/31
Here: CANADIAN HERITAGE $$500,000 Fiscal year: 1999/03/31
Here: HUMAN RESOURCES DEVELOPMENT CANADA $$ 219,784 Fiscal yesr: 2003/03/31
MINISTRY OF EDUCATION-PROVINCIAL $$ 67,500,000 Fiscal year: 2003/03/31
Here: HUMAN RESOURCES DEVELOPMENT CANADA $$ 790,000 Fiscal year: 2003/03/31
MINISTER OF EDUCATION-PROVINCIAL $$ 3,744 Fiscal year: 2003/03/31

UPDATE 4: What are we to make of this? The Liberal government awards funding to "clients", who then hire Kim Doran (through Capital Hill Group), who charges large fees, and the Capital Hill Group subsequently contributes large amounts of those fees to the Liberal Party.

This, to put it mildly, stinks. Just the fact that lobbyist companies make monetary contributions to political parties provides an impetus for a huge "culture of corruption". We need a massive clean-up in Ottawa, that's for sure.
